Winning Strategy for Afghanistan

As a former Air Force Systems Analyst Officer (1972-1976), the part of Vietnam that I remember is that in 11 days of unrestricted bombing and air dropped mines, Operation Linebacker II put all of North Vietnam's ports out of business.  This cut off all supplies, because the Red Chinese skimmed 90% plus of what was shipped overland.  If Linebacker II had been launched in 1965 instead of December, 1972, it would have saved a lot of lives and made Counter Insurgency (COIN) a lot more effective, a lot earlier.  We lost in Vietnam because between 1973 and 1975 Congress cut aid to South Vietnam by 75% and outlawed US air strikes anywhere in Southeast Asia.  Congress and the American people lost patience with the Vietnam War.  If we had bombed in 1965 and kept bombing, we would not have had Congress outlaw air strikes after we had won in 1967 or 1968.
The part of strategy in guerrilla war that the US has forgotten is that without supplies, guerrillas die. Guerrillas don't have the luxury of growing food or manufacturing ammunition for themselves.  They're on the run.  Rangers in the American Colonies originally got their name because they ranged through Indian territory and attacked Indian farming villages, which were the base of Indian supplies.  The US beat the Plains Indians by almost exterminating the American buffalo, which the Plains Indians used for food, clothing and shelter.  Hunting the American buffalo to extinction was an intentional strategy originally proposed by General William T. Sherman.  It was carried out ruthlessly, and it worked exactly as planned.  The Plains Indians moved onto reservations because they had nothing to eat.
Recently, we have watched ISIS go from strong to dead because we eliminated their source of income, oil sales, by bombing their tanker trucks, oil fields and oil handling facilities.  I don't mean to make light of the combat efforts it took to eliminate ISIS, but I do want to point out that ISIS was far less formidable broke than they were when they were rich.  Eliminating their financial resources made them far easier to defeat.
Which brings us to Afghanistan.  The Taliban runs on opium sales.  Everybody knows it.  To eliminate the Taliban, we need to eliminate their opium sales.  We can either legalize opium world wide, which would lower the value of the opium sold, or we can destroy all Taliban opium exports coming out of Afghanistan.  Since legalizing opium is highly unlikely, the only alternative is destroying all opium exports.  Anything less and we still have a rich Taliban who can hire soldiers and pay for food, guns and ammo.  We haven't done this because Afghanistan's main foreign exchange earning export is illegal opium sales.  However, unless we do something about Taliban opium, the best outcome we can hope for in Afghanistan is a steady state of what the Israelis call "mowing the lawn."  We can use air power and special forces to limit the Taliban to controlling 40% of Afghanistan.  We can't win in Afghanistan unless the Taliban can't sell their opium to finance operations.
To defeat the Taliban, we would have to eradicate opium systematically, using air power, in all areas the Taliban controls or even partially controls.  If the Taliban controls your poppy field, the US will destroy your crop.  If you want to keep your crop, keep the Taliban out of your area.  Otherwise, the US puts napalm on your poppies.  Displaced farmers will move to areas under government control.  There will be no people, and no money, for the Taliban to use to support their operations.  At that point, COIN (COunter INsurgency operations) will work a whole lot better.

Using Lessons from the Plains Indian Wars to Beat ISIS and the Taliban

We need to remember the lessons learned from our victory over the Plains Indians in the 1870's, 1880's and 1890's. We didn't win by winning hearts and minds. We removed the basic economic support of the Indians, the American bison. We systematically exterminated the huge herds of American bison, almost to the point of extinction. American Indians depended on bison for food, shelter (using hide for tepees), and bedding.

In Afghanistan, this would mean exterminating the opium poppy. We would also need to bomb trucks transporting opium products to market. We need to shut down opium production because opium finances the Taliban and other Islamic terrorist groups.

Please note that ISIS started rapid decline once the coalition started bombing their oil production and the tanker trucks that took ISIS crude to market.  ISIS made somewhere between $600 million and $1.2 billion annually in oil sales before we decided to bomb their oil field, refineries and tanker trucks.  Now they are falling apart because they have no money.

An army, even a guerilla army, marches on its stomach. An army needs money to buy food, ammunition and other supplies. To defeat an insurgency, you need to cut off their source of supplies. For the Taliban, that means stopping their opium sales.

If it’s a question of preventing starvation, the US is very good at distributing food. If food was only available in Afghan government controlled territory, we would be able to put the Taliban out of business in short order. That's what Indian Reservations were intended to be, places where the US government would distribute food. Unfortunately, the corruption in 19th century politics made many reservations death traps because the Indian Agents stole the food and sold it.

Many of the disasters of the last 8 years were the result of inaction ordered by the Smartest President Ever. The Taliban is enjoying a run of success now because Obama limited the targets coalition aircraft could attack to just Taliban shooting at friendly forces. Attacking Taliban gathering for an attack wasn't allowed. You can't win a war if you fight it with one hand tied behind your back.

We are now wasting the lives of hundreds of highly trained Iraqi Counter-terrorism troops because we are not willing to flatten Mosul in order to take it. The civilians inside Mosul had their chance to resist ISIS. They had more than enough arms and men who knew how to use them. The residents of Mosul welcomed ISIS when they arrived. We should not be sacrificing lives to preserve ISIS sympathizers. If we are getting hostile fire from a building, we should flatten the building. At this point it doesn't matter who ISIS has in there with them. Using human shields is a war crime. ISIS members are war criminals. Hostile fire from any building makes it a military target. Any human shields killed or wounded are the responsibility of ISIS, not the US.

Muslims Who Should Be First In Line For Visas

We owe a lot of Muslims asylum in the US. The translators in Iraq and Afghanistan, who risked not only their own lives, but the lives of their families, to work with us and fight side by side with us, are still waiting for visas to enter the US. Several thousand have completed their paper work, but have no visas. To me this appears to be an intentional policy of neglect by the Obama Administration. Barry the Brilliant wants these people to die for the crime of helping the US.

We recruited these people with very specific promises of asylum. We need to make our word good. It's as simple as that. To do otherwise is fraud in the inducement. Also, if our word isn't good, it's going to be a lot harder to recruit translators the next time somewhere else. It's not like these translators have no record with us. The Americans they served with vouch for them. Translators carried guns, wore American uniforms and fought just like the soldiers they were assigned to help.

I'm a Vietnam Era veteran. We made specific promises to get South Vietnam to sign the Paris Peace Accords in 1973. The South Vietnamese were supposed to get continued military aid and US air support if the North Vietnamese violated the agreement and attacked. Congress cut the aid budget 75% between 1973 and the Fall of Saigon in 1975. They also outlawed US air support. Millions of people died because they trusted us. This should never happen again.

If we are taking any general refugees from the Middle East, let's start with Christians and other religious minorities. These people are killed by Muslims if they go to refugee camps. Democrats say that we can't discriminate based on religion when it comes to refugees.  Thousands of former Soviet Jews now living in the US will be very surprised to hear that.
